Small Purchase Limits

The small purchase limits for procurements under the authority of the CPO for Higher Education are set by statute as modified by 44 Ill. Admin. Code 4.2020:

• Supplies & Services: not exceeding $100,000
• Construction: not exceeding $100,000
• Professional and Artistic Services: not exceeding $100,000 (term must not exceed one year and may not be renewed)
• Architect / Engineering / Land Surveying: less than $25,000
• Real Property and Capital Improvement Leases: less than $100,000 (per year and must also be less than 10,000 sq. ft.)​

The small purchase limits for procurements under the authority of the CPO for Higher Education will be as follows:

• Supplies & Services: not exceeding $100,000
• Construction: not exceeding $100,000
• Professional and Artistic Services: not exceeding $100,000
• Architect / Engineering / Land Surveying: less than $25,000
• Real Property and Capital Improvement Leases: less than $100,000 (must also be less than 10,000 sq. ft.)​
  

Effective August 9, 2017, the small purchase limits for procurements under the authority of the CPO for Higher Education will be as follows:

• Supplies & Services: not exceeding $100,000 (adjusted from $80,000 in accordance with Public Act 100-0043)
• Construction: not exceeding $100,000
• Professional and Artistic Services: not exceeding $100,000 (adjusted from $20,000 in accordance with Public Act 100-0043)
• Architect / Engineering / Land Surveying: less than $25,000
• Real Property and Capital Improvement Leases: less than $100,000 (must also be less than 10,000 sq. ft.)​
  

Effective September 1, 2016, the small purchase limits for procurements under the authority of the CPO for Higher Education will be as follows:

• Supplies & Services: not exceeding $80,000 (changed by Rule)
• Construction: not exceeding $100,000 (changed by Rule)
• Professional and Artistic Services: less than $20,000 (This amount is not subject to change. See 30 ILCS 500/35-35.)
• Architect / Engineering / Land Surveying: less than $25,000 (This amount is not subject to change. See 30 ILCS 535/45.)
• Real Property and Capital Improvement Leases: less than $100,000 (Must also be less than 10,000 sq. ft.)
  

Effective July 1, 2016, the small purchase limits for procurements under the authority of the CPO for Higher Education will be as follows:

• Supplies & Services: not exceeding $56,200 (This is an increase from the FY16 amount calculated as $55,800 + .7% rounded to the nearest $100.00)
• Construction: not exceeding $78,800 (This is an increase from the FY16 amount calculated as $78,300 + .7% rounded to the nearest $100.00)
• Professional and Artistic Services: less than $20,000 (This amount is not subject to change. See 30 ILCS 500/35-35.)
• Architect / Engineering / Land Surveying: less than $25,000 (This amount is not subject to change. See 30 ILCS 535/45.)
• Real Property and Capital Improvement Leases: less than $100,000 (Must also be less than 10,000 sq. ft.)
  

Effective July 1, 2015, the small purchase limits for procurements under the authority of the CPO for Higher Education will be as follows:

• Supplies & Services: not exceeding $55,800 (This is an increase from the FY15 amount calculated as $55,400 + .8% rounded to the nearest $100.00)
• Construction: not exceeding $78,300 (This is an increase from the FY15 amount calculated as $77,700 + .8% rounded to the nearest $100.00)
•  Professional and Artistic Services: less than $20,000 (This amount is not subject to change. See 30 ILCS 500/35-35.)
• Architect / Engineering / Land Surveying: less than $25,000 (This amount is not subject to change. See 30 ILCS 535/45.)
• Real Property and Capital Improvement Leases: less than $100,000 (Must also be less than 10,000 sq. ft.)
