Illinois Procurement Gateway (IPG)

The IPG is the State’s online vendor portal for gathering business information required to do business with Illinois agencies and universities.

Vendors who submit E-bid responses must be registered in the IPG and must have an active, unexpired IPG Number. IPG Numbers are activated in an overnight refresh in the Bulletin. For instance, if your registration is approved in the IPG today it will be active in the Illinois Procurement Bulletin for Higher Education the following day.

The IPG was created to make this process more efficient by allowing vendors to:

  • Complete most of the standard procurement forms and registrations common to all State solicitations in advance, reducing the workload at time of bid;
  • Have their paperwork reviewed by the IPG’s full-time procurement professionals to reduce the possibility of errors or omissions;
  • Have their registration number remain valid for a full year instead of having to complete all paperwork for every bid or offer; AND
  • Submit Form B – IPG Active Registered Vendor Disclosures (2-page form that cites the IPG registration number) with each bid or offer instead of Form A – IPG Active Registered Vendor Disclosures (13-page form required for vendors who are not registered in the IPG).

If your business does not have an active, unexpired IPG Number, you must complete and submit Form A – IPG Active Registered Vendor Disclosures with every single response to a solicitation.

The process of registering in the IPG will guide you through most of the State’s required paperwork for contractors, and registrations are valid for a year.

A more comprehensive list of the basic statewide requirements may be viewed here. Acceptance in the IPG is not automatic. Each registration is reviewed by an IPG staff member for completeness and accuracy. Majority of first-time applicants are initially returned for revision, so please plan accordingly.
