Service-Disabled Veteran-Owned Small Business & Veteran-Owned Business

Public Act 100-0043 revised the due dates of statutory reporting requirements to November 1st, therefore beginning with FY17 all required reports are combined into one booklet of annual reports. This booklet includes reports on the topics of Cooperatives, Emergency procurements, Exempt transactions, Small Business, and Sole Source procurements.

The Illinois Procurement Code (Code) establishes a goal that not less than 3% of the total dollar amount of State contracts is awarded to Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses. The goal may be satisfied, in whole or in part, by counting expenditures made to the State's prime contractors and to subcontractors certified as SDVOSBs and VOSBs. The Code also requires the Chief Procurement Officers to review the progress of agencies and universities under their jurisdictions in meeting the 3% goal and make recommendations.
