Small Purchase Thresholds
In determining whether a contract is under the small purchase limit, the stated value of the supplies or services, plus any optional supplies and services, and the value of any renewals, determined in good faith, shall be utilized.
Fiscal Year 2020 (and Until Further Notice)
- Supplies & Services: not exceeding $100,000
- Construction: not exceeding $100,000
- Professional and Artistic Services: not exceeding $100,000 (term must not exceed one year and may not be renewed)
- Architect / Engineering / Land Surveying: less than $25,000
- Real Property and Capital Improvement Leases: less than $100,000 (per year and must also be less than 10,000 sq. ft.)
Fiscal Year 2019
- Supplies & Services: not exceeding $100,000
- Construction: not exceeding $100,000
- Professional and Artistic Services: not exceeding $100,000
- Architect / Engineering / Land Surveying: less than $25,000
- Real Property and Capital Improvement Leases: less than $100,000 (must also be less than 10,000 sq. ft.)
Fiscal Year 2018 (Effective August 9, 2017)
- Supplies & Services: not exceeding $100,000 (adjusted from $80,000 in accordance with Public Act 100-0043)
- Construction: not exceeding $100,000
- Professional and Artistic Services: not exceeding $100,000 (adjusted from $20,000 in accordance with Public Act 100-0043)
- Architect / Engineering / Land Surveying: less than $25,000
- Real Property and Capital Improvement Leases: less than $100,000 (must also be less than 10,000 sq. ft.)
Fiscal Year 2017 (Effective September 1, 2016)
- Supplies & Services: not exceeding $80,000 (changed by Rule)
- Construction: not exceeding $100,000 (changed by Rule)
- Professional and Artistic Services: less than $20,000 (This amount is not subject to change. See 30 ILCS 500/35-35.)
- Architect / Engineering / Land Surveying: less than $25,000 (This amount is not subject to change. See 30 ILCS 535/45.)
- Real Property and Capital Improvement Leases: less than $100,000 (Must also be less than 10,000 sq. ft.)
Fiscal Year 2017 (Effective July 1, 2016)
- Supplies & Services: not exceeding $56,200 (This is an increase from the FY16 amount calculated as $55,800 + .7% rounded to the nearest $100.00)
- Construction: not exceeding $78,800 (This is an increase from the FY16 amount calculated as $78,300 + .7% rounded to the nearest $100.00)
- Professional and Artistic Services: less than $20,000 (This amount is not subject to change. See 30 ILCS 500/35-35.)
- Architect / Engineering / Land Surveying: less than $25,000 (This amount is not subject to change. See 30 ILCS 535/45.)
- Real Property and Capital Improvement Leases: less than $100,000 (Must also be less than 10,000 sq. ft.)
Fiscal Year 2016 (Effective July 1, 2015)
- Supplies & Services: not exceeding $55,800 (This is an increase from the FY15 amount calculated as $55,400 + .8% rounded to the nearest $100.00)
- Construction: not exceeding $78,300 (This is an increase from the FY15 amount calculated as $77,700 + .8% rounded to the nearest $100.00)
- Professional and Artistic Services: less than $20,000 (This amount is not subject to change. See 30 ILCS 500/35-35.)
- Architect / Engineering / Land Surveying: less than $25,000 (This amount is not subject to change. See 30 ILCS 535/45.)
- Real Property and Capital Improvement Leases: less than $100,000 (Must also be less than 10,000 sq. ft.)
Sole Source Hearing Schedule
A State contract may be awarded as a sole source contract unless an interested party submits a written request for a public hearing. When no request is made, the hearing is cancelled. (30 ILCS 500/20-25)

Vendor Suspensions & Debarment
The CPO-HE may suspend a vendor for a period of time commensurate with the seriousness of the offense, but for no more than 10 years. Debarment is the permanent suspension of a vendor from doing business with the State.
